The 4th Estate DACM Office sponsors an annual leadership and talent management symposium - “Leaders Building Leaders”. The event provides the 4th Estate Acquisition Workforce an opportunity to build skills, develop interpersonal leadership, and gain insight from senior leaders in defense acquisition and industry, while networking with employees from other defense agencies.

Day 1: Tuesday, May 7th
Mr. William McHenry
Senior Advisor to the Director, Defense Innovation Unit
Mr. William (Mac) McHenry serves as the Senior Advisor to the Director, Defense Innovation Unit (DIU). He brings a combination of military and government service to his role with over 30 years of executive experience in strategy development, partner engagement, and operational execution. Mac is responsible to the Director DIU for leading engagement with the Intelligence Community, non-uniformed USG Agencies and Activities, Commercial Partners in the mid-Atlantic region and provides expertise in International Relations assisting with development of DIU’s International Portfolio. Prior to his current role at DIU, Mac served as the DIU Director of Engagement responsible for building DIU relationships across the US government. Before joining DIU, Mac served as a CIA Operations Officer, State Department Foreign Service Officer and as a Special Project Officer for the Department of the Army with overseas assignments spanning multiple geographic areas. He is also a retired United States Marine Reserve Colonel having served in Special Operations and Aviation.
Ms. Olivia Gambelin
Founder and CEO of Ethical Intelligence
Ms. Olivia Gambelin works directly with business leaders on the ethical design of AI solutions, as well as on the operational and strategic development of Responsible AI. She has advised various organizations from Fortune 500 to Series A startups across the healthcare, financial, and media sectors in utilizing ethics as a decision-making tool for success in artificial intelligence. Olivia is the founder and CEO of Ethical Intelligence, an AI Ethics advisory firm providing Ethics-as-a-Service through the world’s largest network of Responsible AI practitioners. She is the author of the upcoming book Responsible AI: Implement an Ethical Approach in Your Organization with Kogan Page Publishing.
Dr. Sean McFate
Foreign Policy Expert, Author and Novelist
Dr. Sean McFate is an author and war expert. He holds three
professorships: National Defense University’s College of
International Security Affairs, Georgetown University’s School
of Foreign Service, and Syracuse University’s Maxwell School. His career began as a paratrooper and officer in the U.S.
Army’s 82nd Airborne Division. He served under Generals Stan
McChrystal and David Petraeus, and graduated from elite
training programs, such as Jungle Warfare School in Panama.
He was also a Jump Master. Then McFate became a global private military contractor. Among his many experiences, he
dealt with African warlords, raised small armies, rode with armed groups in the Sahara,
conducted non-permissive reconnaissances for multinational corporations, transacted arms
deals in Eastern Europe, and helped prevent an impending genocide in central Africa. Later,
he wrote three novels based on his experiences.

Dr. Annarita MariottiSenior Advisor and Scientist NOAA Climate Program Office
Special Advisor for Climate Mitigation, NOAA Office of the Chief Scientist
Dr. Annarita Mariotti is an interdisciplinary Earth systems scientist with a career spanning science, policy, diplomacy and management. Annarita is currently the Senior Advisor and Scientist at NOAA’s Climate Program Office and a Special Advisor for Climate Mitigation as part of the NOAA Office of the Chief Scientist. Annarita spent 2.5 years at the White House Office of Science and Technology Policy on detail from NOAA. Her work advanced policy for meteorological services, climate science, modeling, and predictions contributing to the US Global Change Research Program and the development of the Interagency Council for Advancing Meteorological Services (ICAMS). Prior to that, Annarita developed and directed the NOAA Modeling, Analysis, Predictions and Projections (MAPP) Program of the Climate Program Office, a multi-million dollar 100+ investigators per year flagship climate research program.
Mr. Andrew T. Clements Deputy, Program Executive Office Soldier
Mr. Andrew T. Clements was appointed to the Senior Executive Service in 2020 and assumed his current position on August 2, 2020. He supports the Program Executive Officer in leading over 150 diverse programs of record, including Nett Warrior, the Integrated Virtual Augmentation System, the Next Generation Squad Weapon, the Army Green Service Uniform, personal protection equipment, organizational clothing and individual equipment, Soldier power, individual and crewserved weapons, remote weapon stations, and Soldier borne sensor and lasers.
Dr. Claire LeonDirector (HQE) Space Systems Integration Office,
Space Systems Command
Dr. Claire Leon leads the Space Systems Integration Office (SSIO) for the Space Systems Command within the United States Space Force. She leads the SSIO team in uniting the Systems-of-Systems integration effort across all SSC PEO portfolios and with mission partners in the National Security Space enterprise. Prior to joining the Space Force, she led the Graduate Systems Engineering programs at Loyola Marymount University. She previously worked for the US Air Force as a member of the Senior Executive Service, as the Director of the Launch Enterprise Directorate, Space and Missile Systems Center, Air Force Space Command, Los Angeles, Air Force Base, California. She was responsible for leading the acquisition, integration, development, production, operation and sustainment of the Evolved Expendable Launch Vehicle Program.
Dr. Justin Stoddard Assistant Professor and Chief of Innovation and Prototyping,
Center for Character and Leadership Development (CCLD)
United States Air Force Academy
Dr. Justin Stoddard serves as Assistant Professor and Chief of Innovation and Prototyping at the Center for Character and Leadership Development (CCLD) at the United States Air Force Academy in Colorado Springs, Colorado. Dr. Stoddard enlisted into the United States Army as a combat medic and then commissioned from the Army ROTC program at the University of Colorado, Boulder with a bachelor’s degree majoring in both Philosophy and Russian studies. As an Army officer, Dr. Stoddard served in many assignments including rifle platoon leader in Afghanistan, Headquarters Company Commander, and Senior Intelligence Division Chief.

Mr. Quentin McCoy (FA Panel Moderator) Director, Procurement at the Department of Defense (DoD)
Chief Digital and Artificial Intelligence Office (CDAO)
Mr. Quentin McCoy serves as the Director of Procurement at the Department of Defense (DoD) Chief Digital and Artificial Intelligence Office (CDAO). In this position Mr. McCoy serves as the CDAO Head of Contracting Activity and is responsible for the management of all procurement activities and the stand-up of the CDAO Procurement Office supporting the DoD’s enterprise adoption of AI from the “boardroom to the battlefield”. Prior to joining CDAO, Mr. McCoy was the inaugural HCA for the United States Cyber Command.
Dr. Mary Haley (FA Panel Moderator)Director, Acquisition Support Office for Information Operations and the PEO for Enterprise Applications, Defense Logistics Agency
Dr. Haley is the Director of the Acquisition Support Office for Information Operations and the PEO for Enterprise Applications at the Defense Logistics Agency. Dr. Haley began her career with the Department of Defense in 1993 at Kadena Air Force Base, Okinawa, Japan. In 2003, she shifted to her enduring career in Acquisitions as a Program Manager at Wright-Patterson AFB, followed by an assignment with Air Force Space Command. While there, she was the lead PM of a 60-person, expert-level IPT providing project management, process guidance and risk mitigation expertise in fielding hardware/software for the $32B+ GPS OCS Program. In 2009, Dr. Haley was hand-selected to be the Deputy Program Manager for the largest USAF Services Category 1 (SCAT 1), and later as the Director for the Office of Small Business, Air Force Life Cycle Management Center (AFLCMC), Wright-Patterson Air Force Base, Ohio. She is DAWIA certified at the PM Advanced tier.

Mr. Jason Dupuis serves as the Huntsville Site Lead for the Charles Stark Draper Laboratory in the Air Force and Missile Defense Strategic Systems. He is responsible for customer advocacy and the development, growth, and execution of strategic and defense solutions. Prior to his corporate career, Dupuis served in the United States Army. His leadership spanned more than two decades in various roles, commanding soldiers on cross-functional teams and directing strategy and operations in conventional and unconventional warfare in combat. His service has been recognized with numerous awards and decorations, including the Bronze Star Medal (1 OLC), Meritorious Service Medal, Army Commendation Medal (1 SOLC), and the Combat Infantryman Badge.
Mr. Kim Herrington Vice President, Government Finance at L3Harris Technologies
Mr. Kim Herrington is Vice President, Government Finance at L3Harris Technologies. In this role, Kim is responsible for providing strategic leadership to L3Harris business segments to optimize financial performance within the U.S. government contracting environment. This role enables enterprise performance by leveraging best-in-class defense government finance principles to improve organizational effectiveness and minimize risk. Areas of focus include wrap rate management, government compliance, strategic rate pool structure reviews, and integration of financial plans into the strategic plan.
Dr. Kara Orvis Executive Vice President of the Science & Technology
Aptima, Inc.
Dr. Kara L. Orvis is the Executive Vice President of the Science & Technology at Aptima, Inc. whose mission is to optimize human performance. She is also a principal scientist with 25 years of experience in human-centered government research and development across the military services. Her expertise is in the areas of training, leadership, teams, culture, distributed work, and unobtrusive measurement for which she has more than 80 publications/ presentations, including one edited book. Dr. Orvis has been awarded two patents related to using text-based data to assess teamwork skills and to match teams to job descriptions. She served as the Chair for the National Defense Industrial Association (NDIA) Human Systems Division (2020-2023) and has served in several leadership positions in support of the Interservice/Industry Training Simulation and Education Conference (I/ITSEC), including Special Events Deputy Chair and Chair (2015-2019) and Training Subcommittee Deputy Chair and Chair (2019-2021).
